James, over here we have the United States Merchant Marine Academy located at Kings Point, NY on Long Island Sound. It tnrias a lot of the US professional commercial maritime personnels. On the other side of Long Island Sound is the State University of New York (SUNY) Maritime that also tnrias maritime personnel. Then we also have the Navel Academy at Annapolis for new military cadets that eventually work their way into civilian operations. It is hard to believe that any company would promote a simple safety officer to captain a 1000 ship if he did not have a record of hands-on skipper experience. The Italian Coast Guard skipper sounded like he was made of the right stuff. We have had our own SNAFUs with political appointments (= no experience) like FEMA director Brown appointed by George Bush, THEN Hurricane Katria hit. Total disaster by federal emergency response agency (FEMA) As long as no one spills any champagne, these stuffed shirts look brilliant.
